patch: frameset layout fix

Hi Everyone,

This tiny patch fixes some problems in frame layout that could cause 
certain pages to come out blank, depending on timing. It may be 
dependent on the specific way we schedule layouts in Safari, but I 
think it is a good fix either way (if applicable to your tree).
