setTimeout patch

We always used it.  I'm trying to show my work as I do it, so that you 
can comment on it (and possibly catch bugs in the patches).  I'm hoping 
this will work better than the monolithic Changelog model we were using 
before, where we just dumped all the changes on you at once.

The only drawback to my showing you patches as I do them is that some 
of them may be wrong and introduce regressions, but I figure it's worth 
it to be able to see the work as it's being done.  Maybe you'll even 
help spot some errors.
