Seems like a good idea to at make sure we at least show the text if we 
don't have actual <marquee> support.

Besides ebay listings, marquee tags seem to be used in some Asian 
language sites; we've had complaints about these sites:

     http://beijing.book800.com
     http://www.cmbchina.com
     http://www.hinet.net
     http://www.xiaoo.com/dlj/93.htm

     http://www.mactech.com/macintosh-c/downloads.html
     http://www.myfamily.com (if you create a "scrolling announcement")

I think some day we're going to want to do a real <marquee> 
implementation because there are a number of these sites.
