When download via integration with rekonq there is no opportunity to choose the
destination folder, it just downlaods to "~/Downloads". There's the "Ask for
destination if there are no default folders" but it has no effect, though there
are no default folders set

Reproducible: Always

Steps to Reproduce:
1. Ensure no default folders are set in groups
2. Click on a down load link

Actual Results:  
File will start downloading to "~/Downloads"

Expected Results:  
Ask for the download destination

KDE 4.8.3 on Kubuntu 12.04
