No matter what I set in the options screen, the simultaneous downloads are
always 5 or less.

Reproducible: Always

Steps to Reproduce:
1. Set 10 to simultaneous downloads limit
2. Add 10 links to the list
3. Start them simutaneously
Actual Results:  
Only 5 downloads are starting

Expected Results:  
The 10 downloads to start
