[Kget] [PATCH] Only Display Network Status Notifications When Needed

Okay since Matthias seems to be unavailable, I tried to test it myself. The 
problem I have is that Solid does not seem to play well with my kde-devel 
account and all ;)

Do you have an SVN account? If so and you tested the patch well, go for 
commiting :)

Otherwise I will do it :)
