KGet has a function to set the max number of simultaneous downloads; when the
queue is full and I add a new transfer, kget stops one of the currently running
job to start downloading the last added. Is it possible to add an option so new
transfers are queued without stopping running jobs?

Reproducible: Always

Steps to Reproduce:
Fill the transfer queue; add a new transfer job

Actual Results:  
one of the previous download stops and the last added starts

Expected Results:  
let finish current job transfers first and when a new slot become available
start to download last entry.
