In general this could be done automatically and actually was.
You can tell KIO to use cached data if it is available.

Yet there is a backdraw and that is the reason it has been disabled: When you
do a download but the resulting file is borked -- e.g. some data was transfered
wrongly -- then redownloading it will still use the cached data.

Most likely we would also have to add this as configuration-setting, so that
users could deactivate it, if it does not work.
In this case there would still be a problem though: If the download does not
work how should the user connect this with the configuration option?

I am not sure if this feature would justify making the code even more complex
and harder to understand. I will look into it and discuss it with Lukas when I
have time.
