You need a list of downloads long enough to resize the window to show the
scroll-bar on the side, in order to reproduce the bug. Otherwise, just
double-click to expand one of the downloads.

Add a new downloads group, then scroll to the bottom of your downloads window.
Slowly resize the window until you can see only half of the downloads group
title at the top. The top half of the buttons is shown, when it should be the
bottom half (as you can only see the bottom half of the group title).
