This did work before when files were dowloaded with .part extension.

Now
1. Start download
2. Stop it after a while
3. Backup half-downloaded file
4. Remove dowload from kget list
5. Put backed up file on place
6. Start dowloading same file again in the same directory - this would suggest
rewriting existing file - no "continue dowload" option which were present
before.
