well, afaik (boom1992 told me), this is a known bug. kget doesn't save the info
about transfer state now. So every time kget starts up, it just restart
everything, and it's up to the transfer-plugin to determine whether to start it
again. When this comes to KIO, it will query the size of the download and see
if there is a file with same size in the directory. So if there is no size info
from the server, it always restarts it. This can be fixed by saving transfer
state in the list.
