KGet does nothing special here (just sets the these flags: Qt::WindowStaysOnTopHint | Qt::X11BypassWindowManagerHint)

KWin should handle that IMHO.

Btw: it seems that in trunk the KGet drop target does not get displayed anymore at all...

Assign to KWin.
