[Kget] GenericTransferObserver aka TransferFinishedObserver

Hi Dario!
I would like to move the TransferFinishedObserver to transfer.cpp and rename 
it to GenericTransferObserver (which makes more sense IMO as we don't only 
check if the Transfer is finished)...

Patch is attached...

Except from this I would also like to add a GenericGroupObserver, then both 
Observers can perform then the planned time-based-transfers...

So, do this changes make sense and you can accept them ;)?
