Yes, KGet has active develpers. Check out the KDE 4 version; it is located at:
http://websvn.kde.org/trunk/KDE/kdenetwork/kget/

Most of your listed features are already implemented. But: of course we could 
need another developer! You are welcome. Please ask on our mailing list 
(kget at kde.org) or join our IRC channel (#kget on irc.freenode.org).
