actually Trickle is not just a 'global' solution. If every download (or plugin) would be started in its own Trickle environment it should be possible to manage their bandwidth. If a plugin is responsible for more than one download (for instance a bittorrent plugin), the plugin itself should of course manage the bandwidth of the assigned downloads.
It might be easier to implement this feature at lower levels. If all KDE programs open their network connection using a KDE library (which is AFAIK the case), the bandwidth-management could be done at this level. KGet (and or other programs) could than manage the bandwidth over an exposed interface.
