handle case where cache is disabled but kget requests KIO::CC_CacheOnly

There may be more than one way to trigger the symptoms, but one of them is to
disable caching (e.g. in konqueror). Given that setting, the current code does
not handle properly the case of a process requesting KIO::CC_CacheOnly. Here's
a patch to fix that.
