I am experiencing a similar bug that may be related to this one:

STEPS TO REPRODUCE
1. Prepare a file with a long name, so that it ends with "..." when displaying
in Dolphin
2. Make sure "Show on startup: Folders, tabs, and window state from last time"
in "Configure Dolphin → Interface → Folders & Tabs" is selected
3. Close and restart Dolphin
4. Hover the mouse cursor onto the long file name

OBSERVED RESULT
A tooltip of the complete file name is shown in a separate window with title
bar, and then vanishes immediately

Operating System: Arch Linux 
KDE Plasma Version: 6.3.2
KDE Frameworks Version: 6.11.0
Qt Version: 6.8.2
Kernel Version: 6.13.5-arch1-1 (64-bit)
Graphics Platform: Wayland

This only happens after launching Dolphin right away, without other prior
operations. It is not restricted to video files.
