I tested this on Dolphin built from git-master, and 24.12.2 using the steps in
the video. I wasn't able to reproduce the bug.

Can you create a new user on your system, and try to reproduce? Please let us
know if the bug happens with the new user.

TEST SETUP
Folder with graphic files, including png and svg
Dolphin configured to remember display style for each folder
  also to open folders, tabs and window state from last time

STEPS TO REPRODUCE
1. Open Dolphin, click the Preview icon in the toolbar - previews are shown
2. Close Dolphin and reopen it

Result: Previews were shown for all image files
