aah, I see it now. The code for it is not in Dolphin itself but another
library, that's why I didn't find it.

It doesn't need Orca (or any full screen reader) to work, only
speech-dispatcher. Since Orca also uses speech-dispatcher installing it happens
to also install the needed packages
