Plasma 6.3.1 just hit Fedora.  Issue is still there.  I did notice that when
increasing the size of icons after a certain point it makes them all uniform
again.  In my case 48 pixels and below have the problem of inconsistent size
when viewed in details mode, anything larger and they are fine.  Each view mode
seems to be different, but increasing icon size beyond a certain point makes
them all look the same dimensions.
