[dolphin] [Bug 76082] smooth scrolling in all apps

I am finally in KDE 6 and did try out the smooth scrolling. 

In order to get a decent smoothness in dolphin,  I need to set the "Animation
Speed" in System-Settings to 2. ... Which makes all the rest of the animations
hilariously and unbearably slow. lol ... Kate does not seem to respect the
setting at all, unfortunately. ... Are these bugs? And if yes, should they be
reported here?  ... 

But anyways, at least things move in the right direction! :-)
