Alright, I've discovered the issue.

To reproduce this issue -
1: Have the setting enabled "Remember Display Style for each folder"
2: Have the default view as "details" mode
3: Go to any particular folder (ie ~/Documents)
4: use the UI Toolbar button to change the UI mode to "Icons"
5: change folder to somewhere else
6: return to original folder

This does not apply to using "compact mode" view
This also does not apply if you use Menu -> More -> View -> Adjust View Display
Style
using that menu properly changes it even without changing other settings.

So this seems to be a slightly different issue than the original.
