I selected Downloads and Ctrl+Shift+N and as you see it will New Folder will be
created in /home/c2 not in /home/c2/Downloads

This is the flatpak version I installed with 

flatpak install flathub org.kde.dolphin
flatpak run org.kde.dolphin
