Good and bad news. I cannot reproduce the problem now; I toggled "Previews >
Remote storage: Show previews for" back to "no file" and the files on my
external disk still get their previews generated, even in folders I have not
entered before (I can see the previews appearing progressively). It seems like
that disk was marked "not remote" somewhere so the settings for remote disks
don't apply anymore.

Got it. The previews for files & directories are present there now, but I
cannot tell if that worked before as I never used it.

It is in the Removable Devices list. It's an external USB disk so that's fine
by me.
