Observed in an up-to-date Fedora 40 KDE (which has always been a Fedora 40 KDE,
no old data lying around) since .. very recently.

My latest dolphin update was 2024-10-11.

to
XDG_TEMPLATES_DIR="$HOME/Templates"

in 

$HOME/.config/user-dirs.dirs
