I see a clickable "Edit..." in the Information panel and get a dialog box where

I am assuming you mean the above rather than trying to add something under Tags
in the Places panel. There's an "Add Entry" but I don't think that takes you
anywhere...

The Information panel shows the tag names (not as the full hierarchical name
but the sub-tag name - the "leaf"). These are not obviously clickable, which is
a shame, but if you hover over them they show you the full name that would be
used.
Yes, I see that the original tag and the new sub-tag have a prefixed slash and
clicking on either of those give an error. For me that's enough to Confirm. It
may however be that this Bug reduces to Bug 493862
I'm testing on Neon Unstable...
