I'm not able to replicate this on KDE Neon, KDE Neon Testing or another system
with git-master running Solus

I assume the username on your NAS is different than your username on the system
you took the screenshot on? From my testing, I am always prompted for the
remote system login, but the values are pre-populated if I have chosen to save
the password

Notably, I always see the "Remember password" checkbox option in the
authentication dialog
On KDE Neon Testing, the dialog I see is identical to what you see, except in
your screenshot you aren't seeing that checkbox

Do you have any plugins for Dolphin installed (through Settings - Configure
Dolphin - Context Menu)?
If not, do you see the same thing with a new user?

Testing:
Booted the VM
Connected to a Samba share I hadn't connected to before
Entered credentials with "save password" checked, verified I saw the shared
folder contents
Rebooted the VM and connected to the same share

Observations:
- If the username for the Samba share is the same, I am not prompted for a
login
- If the username is different, the login prompt appears. 
  The password is pre-populated
  On User Neon (not Dev) My username (not the share username) is pre-populated
in a drop down that also has the other username listed (On Neon the correct
username is populated in a text input)
  The "Remember password" checkbox is present and checked
