SUMMARY


STEPS TO REPRODUCE
1.  Hold the Ctrl key pressed and drag & drop a file from the desktop to the
desktop itself

OBSERVED RESULT

Randomly one of two things happens:
A) Even if you click and drag on the file, the UI behaves as if you had clicked
on an empty region of the desktop, and it draws a rectangle to select stuff
B) it actually picks up the file, the "+" circle shows next to the cursor as if
you were actually going to copy the file, but when you drop it, it just moves
the icon but does nothing else. In other words, it's just as if you had dragged
and dropped the file without holding the Ctrl key.

(A) happens way more often that (B) but either way it seems to be utterly
random, and neither of the two behaviors is correct.

EXPECTED RESULT
Should behave like it does when you do the same inside a folder instead of in
the desktop: allow you to drag and drop the file, show the "+" icon next to the
cursor as you do so, and when you drop the file, since the file cannot be
copied into the same folder with the same name, it should prompt you for a new
file name.
