I can confirm this for the "Dolphin" / "File Manger Super User Mode". Only for
example "show sidebar" saves with settings only with "unlock sidebar"; make
changes an then "lock sidebar". 

(Open Suse Tumbleweed, Plasma 6.0.2, KDE-Framework 6.0.0, Qt 6.6.2)
