A test archive that reproduces the bug
SUMMARY
With some (not all, but a significant portion of) 7z archives, selecting
"Extract -> Extract here" from within dolphin leads to the file being extracted
to the home directory, rather than the current directory within dolphin. I have
attached a 7z file (simply containing a folder with an empty text file) that
reliably reproduces the issue on my machine. This issue has been occurring for
at least a year and is not specific to Plasma 6.
STEPS TO REPRODUCE
1. Download the attached 7z file to somewhere other than the home directory (I
used my downloads folder)
2. Browse to the location in dolphin, right click, extract here
OBSERVED RESULT
Extracted directory gets created in the home directory
EXPECTED RESULT
Extracted directory gets created in the current directory
