Looks like this was implemented in https://bugs.kde.org/show_bug.cgi?id=152600
in v 16.12.2

I am able to reproduce the bug with Plasma 6. I only had one tag I had created
with Plasma 5 "kitinerary"
I then created 3 new tags "a", "epub", "plasma". All those are sorted
alphabetically but before "kitinerary"
Any new tags after that were sorted in the Edit Tags window alphabetically -
except "kitinerary" which remains at the bottom
