STEPS TO REPRODUCE
1.  I am not sure how to reproduce this bug. I only have more than two
languages in a keyboard layout settings but in the Region & Language I only
have English. 

OBSERVED RESULT
Two languages.

EXPECTED RESULT
Only one language displayed.
