Correct. If KIO sees that an application has Category=KDE, it assumes KIO URLs
are fully supported and passes them directly.

I don't know how flatpak is designed in this regard, but the .desktop files
from installed flatpaks probably need some extra treatment either on the
flatpak or KIO side.
