There is a shortcut named `F9` that shows/hides places panel on Dolphin.
However, there is no shortcut that would hover on this panel or shift the focus
there. I believe it's a missing feature.

I was asked by someone there to submit a bug for it. That's why I am reporting
this feature request as a bug.
