Can confirm the bug happens on X11 too.

I observe that symbolic icons do render correctly at 200% monitor scale in
Dolphin's sidebar and home folder list view if the regular "Breeze" icon theme
is used (requires re-opening Dolphin). Although it's not a great workaround
since using "Breeze" icons under a "Breeze Dark" style would result in dark
icons for GTK applications.
