CONFIRMING this bug.

I've been running KDE Plasma on MX Linux for a few years now. Every edition I
used so far has had this issue.

I also have it set to "Show on startup:  Folders, tabs, and window state from
last time" , so when I close Dolphin with focus on the left pane I would always
expect it to start with focus on the same side. I happen to agree that it is
quite annoying.
