I have the same issue (file open dialog took 9-10 seconds to show up). After
finding this bug report, deleting user-places.xbel resolved the problem for me.

The original file had over 21,000 lines, the newly generated has only 198
lines.
The original file was over and over full with entries from kdeconnect (i have
only one paired device but there were hundreds of entries) and hundreds entries
about docker layers.

This bug seems to be related to:

Bug 422306 Dolphin and KDE file dialogs open very slowly
Bug 466416 KDE Connect keeps adding devices to Dolphin over and over and over
and over and over
Bug 398908 Dolphin uses up huge amounts of memory over time
