[dolphin] [Bug 469585] [regression] Dolphin does not decode "?" ("%3F") anymore and "show target" fails with "not existing"

i dont know if it matters but since creating the issue i could update to
frameworks 5.106.0 and dolphin 23.04.1, which still has the same problem

i should also note that i did a mistake in step 3 of the reproduction, it is
meant to be:
3. mkdir -p "hello?/hello2?"

(it was missing the "-p" to create both directories)
