Actually it's the option name just misleading.
When "Open new folders in tabs" is unchecked, it doesn't even try to attach to
existing Dolphin instances and opens a new window(s) unconditionally.
So the option should be inverted and named something like: "Open new folders in
windows" instead.

Whether or not to open a new tabs is actually depends on if the containing dir
is opened anywhere in one of existing Dolphin instances.
