There is one already, Dolphin > configure > Previews > Size limit for network
files.
It defaults to no files, meaning regardless of a file size no preview will be
generated.
It applies when you kio to access network mounts aka urls like smb:/ or nfs:/
And until we reverted the change that caused this bug also nfs or smb regular
mounts.

Not everyone has a 10Gbit/s link to their mounts, we have to tune things for
small capacity.
As having things tailored for a lot a resources but not having them is far
worse than the opposite.
But of course we want to provide the ability to tune things further than our
cautious default.
