SUMMARY
Scenario: Kleopatra installed alongside an installation of Kontact, KDE Pim or
any other related package (e.g. on KDE neon)
Installation adds Service Menu entries to Dolphins Context Menu, but Dolphins
dialog to configure available actions does not show the ones added by Kleopatra
(to encrypt, decrypt etc.)
User can not disable these via Dolphin Settings, if he/she does not require
this feature.
Assumtion:
Dolphin does respect files located in /usr/share/kio/servicemenus when
assembling the offered context menu actions, but settings dialog does not.
Files affected:

/usr/share/kio/servicemenus/kleopatra_*
```
STEPS TO REPRODUCE
1. installation of kleopatra
2. open context menu on basicly every file
3. try to disable encryption oriented menu entries via Context Menu settings
dialog
OBSERVED RESULT
Context meu offers a variety of encryption oriented actions, but these do not
show up in Settings
EXPECTED RESULT
Context meu offers a variety of encryption oriented actions, but the user has
the option to disabel these via Settings

Linux: neon 5.24
KDE Plasma Version: 5.24.3, obeserved prior to this
KDE Frameworks Version: 6.91.0
Qt Version: 5.15.3
