Hello Nate,

I tried to scale the screen with video scaling as you suggested. You see
Dolphin in the screenshot.
The tree and menu drop down icons are still insensitive to icon size change.
The "small icons" are insensitive to any change of icon size through System
Settings -> Appearance -> Icons -> Configure Icons Size.
So definitely it is a bug.
