[dolphin] [Bug 449357] i get an error 100 when i try to open .py files from dolphin

I think I know what's going on. It looks like Dolphin is trying to execute the
python script instead of opening it in Kate, and it probably fails to execute
because there's no shebang (e.g. #!/usr/bin/env python3) in the top of the file
