I don't think Dolphin hides it. I am not aware of anything interesting
happening in the menu bar menus of Dolphin and I also did a crude search to
confirm.

It kind of looks like the disappearing of the tooltip triggers the destruction
of the menus. The hiding happens here

but that shouldn't have any side-effects. There hasn't been any non-style
changes in that file for 7 month anyway so I don't think that's the issue.
