This should be in panels: places but that is not available for me to select.

This is analogous to https://bugs.kde.org/show_bug.cgi?id=185096 that has been
fixed.

Places (and other panels) should have a keyboard shortcut to focu/unfocus them.
 (probably SHIFT+CTRL+function key analogous to how terminal does it now.
Though I would prefer CTRL+function key and having SHIFT+CTRL+F4 be set to
"open terminal" action in tool menu.

Currently, one can get there with using the tab key, but that is tedious, slow
and it is not always easily visible which element is focused (and to goto
places and back, one have to cycle through all the elements).
