Neon Unstable is also being affected. I found a reliable way of reproducing the
bug:

1. Open Dolphin
2. Open a Chromium/Electron-based program (maybe it's a problem between Wayland
and Xwayland? This didn't work with Firefox or NeoChat)
3. Drag and drop a file from Dolphin to the browser/app
4. Go back to Dolphin and move the cursor around. 

Notice at first buttons like Split won't get highlighted. Try clicking on the
window and moving the cursor between the Slip button and the address bar.
You'll see the cursor getting stuck.

If you keep moving the mouse around, the cursor will keep changing depending on
what's under it.
