I believe you are correct. Not only does the behavior not happen with Windows
style, it also aligns well with the timeframes. In Debian sid on April 12th,
Breeze received an update that included a cherrypicked fix for
https://bugs.kde.org/show_bug.cgi?id=431921 .

According to that bug report and the diffs, I am going to guess the commits in
question that caused this behavior result from
