No, still happens with 21.04:

1) Open Dolphin
2) Hit F3. There are now two panes showing the same location.
3) Click in the right pane
4) Navigate somewhere else in the right pane
5) Hit F3 again. The right pane (which has the focus) disappears, the left pane
(with the original location) remains.
