I got this idea initially from Windows 11 sketches, where such a top bar is
awaited to be enabled system-wide. 

I suppose main purpose of this is reducing mouse cursor's travel distance
between point of click and mostly used commands. And also, allowing to enable
more context menu commands within the same screen space. 

I would have loved to place file-related commands there, such as Copy, Cut,
Paste and Rename  — their icons seem to be self-explanatory enough? At least if
I set them myself, thus knowing what they do.
