[dolphin] [Bug 447321] When dolphin opens, all 4 panels are open, and the whole window is small (quarter of screen); also for windows opened by restore of saved session; new in v 21.12.

2 of dolphinrc, one from before the error, one after.

Both copies of dolphinrc were taken soon after login,
before any dolphin window was adjusted.
The main difference I see is that 
the old version has 'State' under [MainWindow],
but the new version does not.
